To convert a SWF file to SVG you can use: Illustrator, Flash to SVG, Flash Exploit or search the web for more SWF2SVG tools.

If you use Flash to sketch and prototype for your projects you may find more comfortable having a Flash>swf2svg>S60SDK workflow. Hope one day Flash will be able to output SVGs or maybe the S60SDK will handle SWFs.
